installed but cannot start

Aaaarrggh,

My lad needs this for school, and I would like to have a go too as I am a photoshop user that would prefer not to use the bloated package but have yet to find anything comparable.

I have checked all the messages, but I am unable to find a solution. I have installed .net framework v2, uninstalled paint.net, reinstalled it and it still crashes before starting. Following is the crash log:
