(Sorry for bad example) Iytcould be simple it would just put the boarder on and add text you put in or something. If there is something else I can do or another plugin already for this sorry!. Paste the photo you want to use on a blank layer in a new image; enlarge the canvas size, and recolor the bottom layer to whatever color you want the background of the motivational poster to be. Move the photo up slightly, then create a new layer, choose the text tool, and type the text. Of course it'll need some work.
