That is in the unwritten rules. :wink: As for your picture try this: Make a new layer over the one your picture is in. As default it will be transparent. In that layer draw some yellow lines. Then blur the entire layer with some strong amount. Do some experimenting with amount and blur type. When you are satisfied, you may use the eraser to remove the parts where the blur gets in the way for your picture.
