contour or perimeter

Hi.

I don't know very much of photo edition.

I just would like to know if paint.net is able to select a contour or perimeter in a picture. I mean, imagine a photo of a car. I would like to copy (or cut) the car and paste it in other photo. But I don't see how to copy just the car in the photo with paint.net.

I hope you understand what I need to do.
