Have a look at the Documentation (click the Help icon in paint.net) or go here: https://www.getpaint.net/doc/latest/LineCurveTool.html If however, by "make a line progressively bigger or smaller" you mean that you want to draw a line whose width starts with one size and then increases (or decreases) as you draw, then I'll leave it for someone else to suggest a solution.
