The shortcut keys for 'Shift image tab left/right' can also erroneously trigger the 'Scroll canvas left/right' action

Assigned key actions:

Ctrl+Shift+PgUp/PgDn shifts the active image tab to the left/right

Shift+PgUp/PgDn scrolls the canvas left/right.

Observed behaviour:

Repeated presses of Ctrl+Shift+PgUp/PgDn shifts the active image tab in the appropriate direction.

However when the tab has shifted to become the first/last tab then any further presses of Ctrl+Shift+PgUp/PgDn will trigger the Shift+PgUp/PgDn action and scroll the canvas left/right.

Reproduction

Open 3 images in the order A, B and C

Make C the active image and zoom the image such that it is scrollable left/right.

Press Ctrl+Shift+PgUp twice to shift the image left so the order is now C, A, B

Press Ctrl+Shift+PgUp again and note that the image scrolls (unexpectedly).

Expected behaviour:

Ctrl+Shift+PgUp/PgDn should have no effect if the active image is the first/last tab.
