Color pallette missing, Layers and history overlays jump, Can not position menus

When I try to move the History, color or the layers menus they jump around my screen and I cannot control their position.

Plus the color palette is missing everything but the header.

I have Win 10 pro 64bit and have NOT made any changes to my system when this started.

I have many addons and they work fine. I do not wish to delete & reload Paint.net v5.09 if I can avoid it.

I am thinking the latest update has a bug.
