It's always worth reading the Release Notes whenever Paint.NET is updated. The Release Notes are available on the blog https://blog.getpaint.net/ and also are posted to this forum. The change you are referring to happened in version 5.0.8 https://blog.getpaint.net/2023/08/01/paint-net-5-0-8-is-now-available/ "Another notable change is that, by popular request, the key to hold down for centered shape drawing and uniform resizing has been changed from Ctrl to Alt. This ensures it won’t interfere with Ctrl + Mouse Wheel zooming." The Documentation, which can be viewed by pressing the Help icon in Paint.NET, was also updated to reflect this.
