KEEPING Pixelation

On a number of tasks, I affirmatively WANT pixelation for a number of reasons not important here.  Using the options on smoothing and aliasing, I can accomplish about 90% of what I want to accomplish.  The problem arises when I need to spin/rotate a part of an image.  Paint.net always smooths the result, leaving me with a part of the image that is not pixelated.

Is there a way (that I've not found) to tell PDN to retain pixelation when rotating?

I am not asking for a workaround.  I've found some things that I can do to the selection to (sort of) get pixelation back.  What I want to know is whether there is a way to just keep the pixelation WITHOUT having to do a workaround.

Thanks.
