Where are the local files? Can't install the plugins without seeing the program in the directory tree.

Are you using the Microsoft Store version of the app? If so, plugins go into a different location. It's all documented here: https://getpaint.net/doc/latest/InstallPlugins.html

I am using the microsoft store version.  I see that it requires the "paint.net App Files", which I created.  I also made the Effects, FileTypes, and Shapes folders.  The plugins aren't showing up under the "effects" drop down window, though.  Perhaps I'm missing a step?  I also checked the "unblock" boxes in the properties for the Circular text files.

I would suggest starting by installing a plugin pack that comes with an installer, such as mine:

When prompted, tell the installer that you're using the "Store Version" of Paint.NET.

 

Once it is complete, you'll have the proper directories created in your "My Documents" folder.  Go from there.
