My Windows Update hasn't been able to work on that update type. Is there a way to download this newer Windows 10 update manually?

Yes, you can use the Windows Update Assistant to get the most recent version of Windows 10.

Hello,

I figured it out, finally, with all your help,

Windows security was not allowing Paint.net to make any changes to my files. I want to thank everyone for your time & effort helping me solve my problem.
