When you download a plug-in and want to load it for example, or when you kept it running for too long and the selection is unresponsive/doesn't animate. The prompt to load unsaved/open files is useful, for when you have to shut down Windows quickly. Of course it's sometimes better to save and lose all the mess of things you weren't using anymore, but when you have open many tabs like in a web browser, people love this feature.
