Why won't paint.net install in Win10 build 10240?

I just got a new computer with Win10 Pro, and did all the Windows Updates. It's as up to date as five minutes ago. The only one of the programs I always use that I can't install is paint.net. The installer won't even open. It throws up a box that says I need Win 10 version 1607, which was obsolete years ago. Am I now cut off from using this program forever? If so, that's going to be a giant inconvenience. IS there a solution to this? Thanks.

Windows 10 build 10240 is version 1507. Which was the very first version of Windows 10 that was released in 2015.

 

So, no, your Windows 10 installation is not up-to-date.
