how do I change the blue light to white light?

Hello @jjhung88 and welcome :)

 

You could make a new layer and, using the line curve tool, go over the blue, then adjust the transparency of the white:

Hello @jjhung88

Another method:

Duplicate image

Adjust top layer to Black and White

Using the magic wand, select the blue from the bottom (Background) Layer

Keeping the selection active, Move to the Black and White layer and copy selection

Create new layer above the Black and White layer and paste. Turn off the visibility of the B&W Layer

Continue until as much as the blue disappears. repeat going to the Background layer and select any blue you still see.

Eventually you should come up with this;
