The spec in question defines that a single image can have any amount of up to 256 entry colour tables, so my question is if Paint.NET is able to restrict the colour picker in favor of a "Palette Only" mode, extend the palette to 256 slots and load/save the palette(s) to and from the file? Quite possibly. What you're after is quite similar to the GIF file format - which uses an 8-bit index into a 256 color table/palette.
