Plugin for underexposed images (retinex or such)?

There used to be a program called PHOTOFLAIR (from TRUVIEW) (you can still get shareware version HERE but company dissapeared)

It claims it uses a technology called RETINEX  patented by NASA or something like that (MSRCR algorithm  or MSR?) to fix o try to recover light from underexposed images

here is a GIMP plugin that does similar , not sure if its a rewrite or some adaptation retinex GIMP
