How do I change color of white or black smoke, light effects?

I've tried using the adjustments tool > hue /saturation but doesn't work with these colors.

Hue / Saturation doesn't work with black and white images.  First you need to add a little color.

 

Take your image and run Adjustments > Sepia

 

THEN you can run Hue / Saturation

Another option is the Silhouette Plus plugin.

To use BoltBait's Sepia method, you first have to use the Brightness/Contrast adjustment, or Lightness in Hue/Saturation to change the black to gray.
