I remember it used to be in paint.net but one time when i was looking through the text tool's font's I didn't see it in the j section of fonts the only j font I saw was Javanese. It simply works with the fonts already installed on your system. Jokerman seems to be working for me... so I don't think it is a problem with Paint.NET: Check to make sure it is installed for all users on your system.
