How do I make a rectangle colored but transparent?

I am assuming you are reading the rules now and will change your title.

There are 3 easy methods you can do this.

1. Color window: Start with a low Alpha color. When you select the color you want, click on More, then lower the Transparency/Alpha.

2. Layer window: Add new layer and draw on the new layer, then lower the Opacity (Transparency/Alpha) of the layer.

3. Plugin: Draw on a new layer, use the Transparency plugin.

Press F1 while using PDN will teach you about the Color window, layer window and all the basics.
