how do you create a layer with nothing?

I need a layer with rgb ,hsv and alpha channel all in 0

I tried to manually adjust all to 0 and use paint bucket but it doesn't do a thing

and every time I create a new layer it automatically fill rgb with 255, I can't change it at all

 

how do I do it?

Correct, new layers are filled with Transparent White.  If you delete all pixels in the layer, they will become Transparent Black.

FYI since 4.2.15 paint.net erases with transparent black.

 

Ctrl + Shift +N (create new layer)

Ctrl + A (select the entire layer)

Delete (or Edit > Erase Selection)
