Broken layers move in 4.2.14 from menu

It's not clear from your picture what is going on.  It looks like you have selected the white first layer.  If that's the only layer selected, all the options in the tool bar above, will be grayed out.  You need something on your layer in order for them to work.

Alex's video shows the layers not moving up or down when the menu item is selected. Here's the Layers menu for reference

Anyway, perhaps @AlexDolmatov should try the Repair tool, which is found in the paint.net folder.

Repair tool is only for fixing a broken installation. This is just something that doesn't work :(

Nope, not anything :) If the app boots up and works, repairing it should have no effect except in some ultra-rare (and only hypothetical so far) scenarios.

Yep. This repros for me. Layer visibility doesn't seem to affect the bug either.
