transforming a picture into b/w single dot

Hello everybody,

I tried to find out how to do the following. Maybe you can help me:

I take a coloured picture. I want to turn it into a black white picture. No grey. So I only see single black dots. Each dot has the same size. And each black dot may not touch another black dot, but stands alone. And every dot does not have to stand in a row or column, but can stand chaotic.

Who can help?      🙂
