How do I make the paintbrush smooth?

Basically, the paint brush looks like this:

 

i wanted it to look more smooth, without thse random edges, i even tried to draw a circle there but it looked like this, and sometimes it skips some parts instead of being always on my cusrsor!

For smooth lines, use the line/curve tool.

 

For a perfect circle, use the Shapes tool
set to Ellipse with the Shift key held down.
 

Put each action on a New Layer.
Then you can select them and reposition 
them wherever you want.
