И не работает функция отправки отчета об ошибках, открывается пустая страница.

And "Help => Send Feedback" is not working, a blank page opens.

There is a newer version of paint.net now 4.2.14 please download that and see if the problem goes away.  To check for newer versions, go the the top, righthand, toolbar of PDN and click on the cog wheel and make sure the 'check for Beta version" is checked.

If you're getting that error then what you have is not a JPEG image, but rather some other kind of image with a .JPG extension.
