First of all, chill with the exclamation marks, we get the point..
The reason you dont get the effect you desire is because you may be using the wrong effect. The perspective effect (plugin) and Rotate/Zoom effect (built-in) aren't what you are looking for. I downloaded gimp to see how that one works, and perhaps the effect you desire is one of these plugins:

(Below is a plugin pack containing "Quadrilateral Reshape")
