The folder is created when you first open/save a custom colour palette, or use a plugin such as Simon Brown's Custom Brushes. If you need to create it, on the Colors child window you'll notice the 'Manage color palettes' icon ( ). Click this icon and select the option 'Open Palettes Folder', which will then automatically generate the folder if it's non-existent.
