Just to note this is AMD Ryzen system not Intel. But paint.net is the first program which does not work on this system. :( Quote

If you didn't use that, please download and run it. It fixes 99% of broken installations. BTW 1603 is a known error. It's linked to a broken previous installation. If the above tool doesn't fix the problem, show us the error message.
