What is this distortion?

Recently was editing a photo on paint.net when this happened. Whenever selecting with a tool or moving my cursour around, these weird white distortions would appear in my photo and outside the frame. Clicking would get rid of it, but its still very annoying. Is there possibly a way to stop this? Thanks and stay safe! 🙂

That is caused by Nvidia's Image Sharpening.  You can disable it in the Nvidia Control Panel.

 

There is a work-around for this issue in the Alpha release of Paint.NET v4.2.11, if you're willing to use a pre-release.
