Please tell us your Operating system, do you have these requirements:

Minimum requirements:

  • Windows 7 SP1, Windows 8.1, or Windows 10

  • 1GHz processor (dual-core recommended)

  • 1GB of RAM

Also which are you trying to download?  The free Classic version, or the store bought version?

Please try this:

1.  Please check you have the latest Windows updates from MS.

2.  Use this tool to remove the first install:

https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed

3.  Then try to download again from Paint.net as a new install.

Can you use text please to communicate.  Those images you are posting are too large.

Have you tried to UN-install Paint.net from the Control Panel?  Please do this, restart your computer and then try to install it again.

Well, I'm confused.  The Null message mentions "version 4.0.0.0."  You should be trying to download version 4.2.10. from here: https://www.getpaint.net/download.html

4.0.0.0 is the version of the System.Configuration DLL. Has nothing to do with Paint.NET.

Your installation of the .NET Framework is broken. You need to run the System File Checker.

https://support.microsoft.com/en-us/help/4026529/windows-10-using-system-file-checker

Did you try what @toe_head2001 suggested :arrow-up: above?

Your installation is broken.  The only way to fix this is by following the suggestions we have been suggesting.  You cannot get it to work until the broken pieces are removed from your computer and you start all over again.
