White and grey lines keep popping up while trying to use paint

I am having these white and grey lines expand outside of my canvas in all directions after updating recently. looking at any plugin errors shows nothing's wrong, I did update my nvidia graphics, but this is not happening to anything else whatsoever, just paint.net. and this only happens when i do something such as make a gradient, draw with a pencil,. select an area, and everything else when i move my mouse. pressing escape or selecting a different program like chrome removes all of it, but then it comes back when i try to do anything else. my plugins may be outdated since i haven't updated them in a while, but i don't think that's an issue since all of them still work fine. any ideas?

That is caused by Nvidia Image Sharpening.  It can disabled in the Nvidia control panel.
