For that effect there is no plugin. There is a Droste effect but it is not the same. You may achieve the effect using Rotate and zoom on multiple layers.

That not bad so me being very new to  using plugins how dod you do this did you have to duplicate the layer umpteen times then zoom and rotate each layer but but don;t they step (overwrite) each other ????

It is not difficult. I started with a large image and then reduced its size and rotated a few degree with the Zoom and Rotate feature. Then I duplicated the layer and repeated the same steps.

I have to find a good way to cut the image out of the background  so I can past to a new layer then copy shrink twist and paste ...

Try TR's Alpha Cutter for cutting out the image.
