I've been having this same issue for a while now, I haven't been able to find a solution. Even the PdnRepair.exe won't work for me.

We need to know a bit more about:

 

1. Where are you downloading from ?  Is it Classic or Store-bought.

2.  Are all of your Windows updates up-to date?

3.  Which systems do you have Windows 10, or whatever?

4.  Do you have the latest .NET Framework?

This just sounds like corruption of either the app or the system. Likely the latter.

I am downloading it from the Paint.Net website (https://www.getpaint.net/download.html)

I just scanned my system and my windows 10 is all up to date

And I clicked the link for the Frame work and it said it was already installed on this laptop.

I've had paint.net before but haven't used it in a while, and recently when I was trying to open it this error came up, I uninstalled and reinstalled and it's still there. But something did go wrong with my laptop's hardware between that time so, I might just need to get a new one.

That link was for an outdated version of .NET.  Try this one instead:

Before you ditch the laptop run CHKDSK from Command Prompt as an Administrator

How to Run CHKDSK in Windows 10

Next from the Command Prompt as an Administrator run sfc /scannow 
and if that does find and fix the errors, later from the Command Prompt as an Administrator run DISM /Online /Cleanup-Image /RestoreHealth
