I tried installing paint.net but a popup saying "The feature you are trying to use is on a network resource that is unavailable" came up and says to press okay or find a different installation process or something ive tried this multiple times and it used to work fine on my device

Are you attempting to install to the default location or a custom one?

 

A screenshot of the installation process immediately prior to the popup would help.

 

Also a screenshot of the popup itself if there is any further info in it.

Sounds like you have an existing paint.net installation that has become broken. You can use this utility to remove the broken installation:

https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed

 

Afterwards, you can install paint.net anew.
