How to make an old TV look

Hello, may somebody please tell me how to create an old TV/Film look like in this video? Most of Jake Chudnow's videos are in this style too so you can look at his other stuff to get a better example. Thanks!

Paint.NET is not a video effects/editing app.
You will have to a use free alternative to Adobe Premier.
Superb video editing systems are built into Blender and  DaVinci Resolve
 which  are 100% free.

You know the OP could be referring to frames of video, right? 

 

To the OP, you need to use a plugin that supports CLUTs. As far as I know, G'MIC-QT is the only viable answer other than gradient map and blending modes.  'Colors / Color Presets' in G'MIC-QT offers 500+ CLUTs.

That video havings many thing to create old look. Some of it you doings with color plugins and they give you looks fast. There other plugins that give 1000 looks. I download 1000 of them, almost a millyin. Then when I wantings somethings I click mouse it happen and that is that. Easy.

If that is indeed the case, then pyrochild has a plugin call film.dll that Tjmcnee may want to try.
It is in the pyrochild plugins set at the link below:

After installation it will appear in the Effects>Photo tab
