See here: https://forums.getpaint.net/topic/115194-if-installation-fails-first-make-sure-you-are-not-using-windows-10-n/ I'll have a fix in for 4.2.5. I think you can also just install the "WIndows Media Feature Pack" (as mentioned in the other thread).
