There's a lot going on in that picture.  What part, specifically, are you having trouble with?

Your best bet in Paint.NET is to resize your image ~ 1000% and use the ShapeMaker plugin by the Dwarf Horde to trace a line drawing of the vehicle on a transparent layer.

Ah! I didn't realize there were two images in that post.

 

Yes, to convert a photograph to a line drawing, you will get the best results by tracing.

 

But, if you're lazy, try the built-in Effects > Artistic > Ink Sketch (moving the coloring slider all the way to the left):

You'll have to clean it up, but that should get you most of the way there.

Make sure that you view both tutorials!
When you use ShapeMaker you can save the project as an XML document by saving the Project in Dwarf Horde Project file DHP format. When you do this you can come back and rework your image as a vector file.
While using the ShapeMaker plugin you can access its User's Manual in PDF file format for additional info.

My hope is that at some point you can save the ShapeMaker Project file as SVG , EPS, and Ai formats so that they can be worked on further in other image editing apps.
