adding note/comment to photo/jpeg

I am scanning family photos and would like to be able to associate note / comment on jpeg created.   I would prefer to have it only visible when person hovers over photo rather than when just viewing.

Any suggestions?

Depends... Where will they hover over it? In Windows Explorer? On a website? Somewhere else?

You can attach a JPEG/EXIF comment using File Explorer. However, I don't know what you're going to use to make sure the comment appears when you hover over the picture. And like @toe_head2001 points out, it's unclear "where" the hovering is happening anyway. I don't think you can make File Explorer do this, but you might look into other software such as IrfanView Thumbnails or FastStone Image Viewer to see what they can do.

Thanks folks.  points me in a direction.  it will be more a photo viewer thing.   I'm trying to digitize a large number of family photos so aging family members can have on shared computer and if they don't recognize people in photo, etc, they can hover over for "Aunt Minnie, Uncle Mickey at Disney in 1979."
