So I tried to updated my Windows 10 build..

Okay, so paint.net assistants told me to update.

 

Still on Windows 10 Build 10240, updated with Windows Update and installed all the remaining updates.

 

Paint.NET still says "Windows 10 Version 1609 or higher is required" or something like that, I still need help...

Usually after a successful update, my system will restart on its own.

You may have this feature disabled, so it is indeed a good step to restart.

If you have the current update, when you go to Settings>System> About,

you should see something like this:

BTW:

You can also goto Settings> Update & Security>View update history

to check all of the recent updates and whether they were successfully installed.
