How do I change the resolution permanently that it saves in?

Hey Dave - welcome to the forum :)

 

Paint.net saves an image in pixels, i.e Height and Width. You can safely ignore the resolution unless you're printing.

 

You can see this in action when you use Image > Resize. Changing the resolution changes the (estimated) Print size, not the image (Pixel Height & Width) size.

 

Can you explain why you think the resolution is " set too low on Windows 10 "?
