How to FLIP horizontally in LAYER not FULL CANVAS

Hey, I'm trying to figure out how to flip an art piece i drew inside a selected layer, not a full canvas. When I flip, it flips all the way horizontally to the other side of my canvas, I want it to flip only inside my selected area. 

 

Also if this isn't against the rules, but I'm looking for a guide/tutor for paint.net. I've used this app for about 4 years now, and I want to get advanced with it. So if you know all the aspects or can answer my problems, I would gladly pay you for your time. If your interested, get back to me.

Step 1: Install my plugin pack from https://forums.getpaint.net/topic/113220-boltbaits-plugin-pack-for-pdn-v41-and-beyond-updated-december-1-2018/

 

 

Step 2: Select the area you want to flip

 

Step 3: Use the menu Effects > Flip Horizontal (or Flip Vertical, depending on the direction you want).
