Resizing layer causes entire canvas to resize

Yes, it is the contents of the layer.  I have a small image that I was trying to double, and it expanded the size.  I took the image and moved it to a new canvas, which was more than 10x the size of the image I was trying to double.  It still doubles the entire canvas.

Yes. Layers are always exactly the same size as the canvas. You cannot increase the size of one without changing the other.

 

In your image described as "10x", paste the original source image into a new layer. Then grab the bottom right resize nub and drag it South East while holding the Shift key down. Is that what you wanted to achieve?

One way of increasing the size of the contents of a layer is to use Layers>Rotate/Zoom. Perhaps that's what you did previously.
