Here's the latest info: https://www.groovypost.com/news/microsoft-closer-to-re-releasing-windows-10-1809-kb4464455/ If you downloaded and installed version 1809, it wasn't from Microsoft. They pulled that release early this month and are working on fixing it. EDIT: Though some people did not experience any problems.
