Horizontal or Vertical Cutout Plug-in?

First, I apologize for posting this.  I've been unsuccessful in my searches, and I'm just hoping that someone can point me in the right direction.

 

I've used SnagIt in the past for screenshots, and one feature that was extremely useful was the ability to do a cutout/fold-overr/omit/... an entire horizontal or vertical region with some optional fading on the region that was cut out.  For example, if you had an Excel spreadsheet that had 10 rows and columns A ... K.  You take the entire screenshot, but then when editing it in Paint.net, you want to remove columns D..M and you want to fuzz/shadow the edges [of the cut selection] to make it "clear" [pun] that something has been removed.  Another example is the same concept from but you don't want the fuzzing because you want to just make the screenshot "tighter".

 

Any help would totally be appreciated.

The first thing that comes to my mind is selecting the column with rectangle selecting, making sure that Anti-aliasing is turned off. You could then delete the column or replace it with color or gradient of your choice.

TechSmith's SnagIt has this feature.  They call it, "cut out".  Their description is better than mine, "Delete vertical or horizontal sections out of an image and join the two pieces together."

 

Basically, there are 2 main aspects of this functionality...

  1. You select either a direction [vertical or horizontal] and style [abrupt, fade, or tear].  
  2. You select a starting point and an endpoint that goes top-to-bottom [for vertical] or left-to-right [for horizontal].  On the selection of the second-click [endpoint], the entire selected region is cropped.  The "edges" are styled and the cut out is removed.

BEFORE: XXXXXZZZZZXXXXXX where ZZZZZ is to be "cut out"

AFTER: XXXXX| |XXXXX and | | marks edges which may be "sharp", gradient fade, or zig-zag tear.  Not the reduction in space from ZZZZZ to | |.

My request is actually simpler, and I do want to choose the type of tear (fade out, tear, seamless).  Sometimes, I want to show that a cutout has occurred.

I found a video that shows the cutout effect. I do not remember seen a plugin for paint.net that does that.

Use a combination of sine wave plugin, alpha mask, and drop shadow plugin.

Hmph, forgot to add some kind of checkerboard pattern to demonstrate transparency, but whatev.

I just threw this together. I'm sure somebody could do much better.

I used the Parallel Lines and Patterns plugin, also Drop Shadow, and Page curl.
