I have no clue what it is, so figured I would join here and ask around. Hoping someone will know what's up. Sometimes the updater will tell you that you need to reboot to finish the update. And then most people ignore that ... and then Paint.NET crashes when it tries to start. If that doesn't work, re-installing 4.1.1 should help. The stack indicates that Paint.NET has crashed, and then crashed again while trying to load text resources to initialize the error dialog. That makes me think that the PaintDotNet.Strings.3.resources is damaged/corrupt. My last update had been about a week ago, so I'm guessing that I had 4.1.1 and never saw a reboot dialogue. Completed the reinstall and it loaded as normal this time. Thanks for the help.
