Is there .pdn file format specification?

I want to use .pdn files in my project, because it supports layers and may be easily edited by my program users in Paint.NET.

But I need a specification, is it there?

The ".pdn" format does not have a binary specification,  it consists of Paint.NET's internal object state saved to a file using .NET serialization.

Recently I have been using an image editing freeware called 'Chasys Draw IES' by John Paul Chacha of Nairobi, Kenya.
This software will also read PDN files, it works with layers, and can use Adobe plugin filters.
