bug: scrollbars on settings menu shouldn't be linked

Reproducible:

1) Open Settings menu. Starts on User Interface tab.

2) Scroll down.

3) Change to Tools tab.

Expected: Tools tab scrollbar starts at the top.

Actual: Tools tab scrollbar starts in the last position of the User Interface scrollbar.

Paint.net 4.0.21 on Windows 10 Pro v1709.

Yes, this is the least-important bug report ever. Only mentioning it in case those menus were to get longer in future, so a user might not see the help text at the top of the tab.

Confirmed. Knowing a bug exists allows Rick to assess the risk and extent, which can sometimes reveal other bugs based on similar architecture, so it's always important to submit bug reports. Thanks, Philip.
