resize a new image copied into a layered design

I have not been able to find an answer to this in any other forum topic.  I use paint.net to build layered paperback cover designs.  In any given design I may have a dozen or more layers of art, icons and text that make up the front cover, spine and back cover of a book.  The problem I'm having is as follows:  I already have several layers on the canvas and need to add a new layer of artwork.  I create a new layer and paste the artwork onto it (or import from file under the layers drop down - it works the same way in both situations), now I need to resize the artwork to fit the proper spot in the design.  Even though it's on its own layer and it selected, when I select resize from the image drop down, it resizes the entire canvas, not the selected object.  

Any help?
