Oh, geez. I should have specified third-party (non-Windows) services. :/

Does the issue persist when running paint.net in Windows Safe Mode? This will allow us to rule out third-party software interfering.

 

You're using a 12 year old laptop? Would you like to borrow a shotgun to put it out of its misery? :lol:

Over 80 services is a little bit to much, especially on a laptop. Many preconfigured systems running unneccessary services from the manufacturer. 50-60 would be better, but without more details it's hard to decide, which one has to go. The hardware is a little bit outdated too. I'm afraid you have to accept slow reactions.
