The Palettes should be found if you navigate to: Documents – Paint.net User Files – Palettes …………………… where you should have saved them to previously by yourself. The Palettes folder's name is localized, so if the language changed for whatever reason then Paint.NET will be looking for your palettes in a different location. When you change the language from within the app (in Settings) it will try to rename things so you don't have to worry about this.
