Changing to the dark theme will take some getting used to.  I don't like it myself.

 

Have you clicked on the arrow:

That's weird with the language ................... did you set it to English?

The Palettes should be found if you navigate to:

 

Documents – Paint.net User Files – Palettes …………………… where you should have saved them to previously by yourself.

You should, at least have one that comes with PDN.   Anyway please try this:

 

1.  Copy and paste this rainbow.txt below into notepad

 

2.  Save it and add it to the Palette Folder as:  rainbow.txt

Change the language back to English then. The Palettes folder's name is localized, so if the language changed for whatever reason then Paint.NET will be looking for your palettes in a different location. When you change the language from within the app (in Settings) it will try to rename things so you don't have to worry about this.

 

You might just see them in Documents/paint.net User Files/Palettes ....
