You could use either the line/curve tool, or the Shape Maker, which is a bit advanced and requires some time and effort and practice. ^ Clickable Here is a video of how to use Shape Maker 2. Once you have your outline, then you will need to paint it. Lastly, you could always trace it by hand, import the traced image into Paint.net, then color it. Good luck with your venture .
